The killing of Ita Ford, Maura Clarke, Dorothy Kazel, and Jean Donovan by government security forces shocked Americans. The State Department stopped economic and military aid days after the discovery of the women's bodies, only to resume aid over a month later, though no one responsible for the killings had been brought to justice.
