Seventeen-year-old Josephine Tencza was accused of operating a juvenile prostitution ring on the Lower East Side. She and her family had been living above a saloon since her father deserted them. Her lawyer suggested placing Josephine in a foster home rather than in prison. PM Daily, April 11, 1943
