During the 1970s, younger officers became increasingly disillusioned with corruption and graft in the military government, and frustrated by resistance to land reform. The coup of 1979 was their attempt to change the military from within, and to establish a new ruling junta that would include civilians. The new junta feared prosecuting their former superiors for human rights abuses and corruption. They were able to achieve only a partial land reform, insufficient to the needs of the rural poor.
